SEGA has confirmed in the latest edition of Japanese gaming publication Famitsu that there’s a third and final 3D Classics Collection coming to the Nintendo 3DS. The collection which is titled SEGA 3D Fukkoku Archives 3: Final Stage will include Sonic the Hedgehog 2 and Afterburner 2 as well as a game from a survey that was included in the previous game. This has yet to be announced by the company. The titles that fans would like to have seen the most include Wing Wor at #5, Gain Ground at #4, OutRunners at #3, and Virtua Racing at #2. SEGA 3D Fukkoku Archives 3: Final Stage is coming to Japan on December 22nd.

it’s because the first one was released as Separate Titles in the E-shop instead of all together like the second one.
In NA there is only one collection its coming to EU later this year
and Im here, waiting for a Sonic the Hedgehog 3 & Knuckles 3D
