The code will allow players to return to Southern Island and catch either Latias or Latios in their game.

Many people live in small towns genius.
Smaller towns and states are most likely to not get them. Not every lives in a tight, busy place like NYC, London, France or Japan. Turning on streetpass also drains your battery, which makes it not worth turning it on.
