In a recent SEGA Central video the company has confirmed that it is entirely down to Atlus who they choose to partner with to publish their video games in Europe. SEGA is now publishing Atlus USA games but not its European titles, and NIS America has reconfirmed that they will no longer publish Atlus Games in Europe. To be honest it’s a bit of a mess.
SEGA very much treats Atlus as an independent label, and as a result it’s up to Atlus to choose who they partner with to release their titles. We’re all big fans of Atlus games here in SEGA Central, and we’re looking forward to hearing more news on Atlus European releases shortly.

somebody needs to explain how this “publishing” thing works
Publishers basically pay for it to be mass produced and distributed, and put there label on the product….
Basically…
i once sold a sega by accident not knowing that it wasn’t mine.
